Karma loka introduces action and consequence. Within Leela's symbolism, a choice becomes part of the conditions for what follows. This is a useful lens for looking at your own actions; it is not a reason to assume people caused every hardship they face.
An intention can remain abstract until it appears in a decision: what you agree to, where you spend time, or a conversation you keep postponing. Consequences may also depend on other people and circumstances beyond your control.
Choose one action relevant to your question. What happened afterward? Looking at a particular sequence can reveal more than deciding that a repeating difficulty must be a lesson you have failed to learn.
