Brahma loka is the Absolute plane in the board's spiritual imagery. It can invite reflection on an idea of the whole that exceeds any particular role, success or explanation.
In the game, however, 69 is beyond the destination at 68. The arrow from 17, Mercy, leads here, and the player continues rolling. A later move can land on 72 and follow its snake to 51, or go past the edge and bounce backward. A bounce that lands on 68 completes the game.
The position offers a useful question about goals: have you moved beyond what you actually meant to reach? A larger number or a more impressive description does not necessarily fit the purpose you began with.
